Jean-Francois Baylocq is the Chief of the e-Services for Development Unit at the United Nations Conference on Trade and Development. Jean-Francois has been working for the UN for more than 20 years. As an IT specialist, he set up in 2004 the e-Tourism Initiative, a programme aimed at assisting developing countries in addressing the issue of the symbiotic relation between ICT and tourism. The e-Tourism Initiative is structured around three pillars: Research and analysis (national case studies on the use of ICT and tourism), Consensus-building (with the participation in and organisation of various key events aimed at raising awareness about the strong positive externalities that e-tourism can bring) and Technical assistance activities (training seminars on the issues “ICT and tourism”, “E-marketing and tourism”; development of a FOSS-based electronic platform). With the e-Tourism Initiative activities and his former experience in several UNCTAD programmes, Jean-Francois has an extensive experience of holding workshops and training seminars.
