The Government of the Dominican Republic requested UNCTAD to be part of the COMPAL Programme during 2009, taking into consideration the success of COMPAL I (2005-2008) and thanks to the financial help of the national component in part from the Government of the Kingdom of Spain, the Dominican Republic was able to establish a project of technical assistance which basically helped the government to install the competition authority under the enactment of the law of competition in 2008.
Indeed, in December 2010, three studies were completed on the key economic markets (Construction, poultry and Land Freight) which were presented during January 2011 before the Commission of Industry and Commerce of the Congress of the Republic. They also established activities on the theme of competition before the Ministries of Farm, Economy and public administration. It was in this last ministry where they asked their own Minister of Public Administration to organize an event of “benchmarking” on the major institutional model for the competition agency.
Then, UNCTAD organized a benchmarking event in February 2011 with the participation of the President of the National Commission of Competition of Spain, representatives from the Federal Trade Commission of the United States, representatives from CADE in Brazil and the Ex superintendent of El Salvador. This event was of great importance since it was also held in cooperation with the Ministry of Public Administration, a key institution that will shape the future of authority within the organizational structure of the Dominican State.
In May 2011, they finally appointed the commissioners for part of Congress of the recent Dominican Competition Authority, opening a new phase for COMPAL in terms of making the operational authority and its corresponding strengthening of institutional capacities. This appointment of the commissioners can be seen as a result of the impact of COMPAL, particularly through the organized events by UNCTAD made in the first months of 2011.
