The Committee of Participants, consisting of representatives of the governments of Participants, supervises the implementation and administration of the Agreement. It performs such functions as may be necessary to facilitate the operation and further the objectives of the Agreement.

Ortega (Cuba) The Agreement authorizes the Committee to make appropriate arrangements for consultation or cooperation with the United Nations and its organs, in particular the United Nations Conference on Trade and Development, other agencies and intergovernmental groupings for economic cooperation among developing countries.

The officers of the Committee consist of a President and two Vice-Presidents, elected on the basis of rotation and equitable geographical distribution.
On 22 April 2008, the Committee met in special session at ministerial level in Accra, Ghana to review the progress of the Sao Paulo Round of Negotiations and to establish the groundwork for its completion by the end of 2008. The Ministers issued a Joint Communique.
