In Peru
- Undertake three market studies on competition policy in some selected sectors: (i) health services markets, (ii) gasoline distribution and (iii) financial services.
The first study on health services markets is already finished. The two remaining studies are to be concluded before November 2005.
- Organise a two-day seminar for experts and Competition Officials for November 2005.
This seminar is organised in order to disseminate the findings of the three market studies carried out in activity 1.
- Support the implementation of a unit to promote competition and innovation.
As INDECOPI is establishing a new unit to promote competition and innovation, this activity seeks to provide technical support by hiring a consultant who will provide a list of specific activities aimed at proposing the strategic plan of the unit.
- Evaluate the impact of the decisions of the relevant bodies on competition matters.
This activity is being carried out by two national consultants (one in charge and one associate expert) in order to assess the performance and the impact of the Free Competition Commission's decisions on the markets it has investigated and ruled on.
- Design the decentralised national system of consumer protection and implement a pilot plan for municipalities in the main cities of the country.
This activity will take place throughout the whole duration of the COMPAL programme (three years). It is aimed at establishing the overall institutional plan of INDECOPI to decentralise the enforcement of the consumer protection agency nationwide.
- Train academics and officials of peer bodies related to competition and consumer protection policies and grant prizes for investigations in these fields.
This activity aims at promoting investigation amongst academia by granting prizes for the best investigations. It will be sponsored by INDECOPI and UNCTAD, through the COMPAL Programme.
- Undertake two sectoral studies on legal and administrative factors that restrain businesses entering the formal economy.
A pilot project to be undertaken by INDECOPI (Peru) in order to analyse the informal sector from a competition policy perspective will be carried out before the end of 2005. The output of this activity may serve as a basis for Bolivia and other COMPAL beneficiary countries.
