... as it aims at improving institutional capacity by increasing the resources for achieving competition promotion and consumer protection goals. This will be done with the help of a methodology that evaluates in a more focused way the impact of decisions adopted by INDECOPI in Peruvian markets.
Furthermore, this activity seeks to design a methodology that would allow INDECOPI to compare different finance mechanisms used by peer institutions at the international level.
In this regard, it is tentatively suggested that an evaluation be carried out of the feasibility and legal implications of promoting the creation of a Regulation Fund that will finance INDECOPI's activities aimed at promoting competition in regulated sectors. This is based on previous experience of similar funds in regulated sectors (telecommunications, energy, public transport, infrastructure, sanitation service). In this way, the main methodologies used by competition and consumer protection bodies will be analysed to measure their contribution to the better functioning of markets and the reduction of social efficiency losses.
The outcome of this activity will be a report that evaluates:
a. Financing alternatives to secure adequate resources for INDECOPI, and
b. Methodologies to measure the impact of the decisions taken by INDECOPI in the market. A report containing the aforementioned elements will be available at the end of 2005.
