Context

Lack of access to finance is often a bottleneck impeding the participation of developing countries in international trade and investment. To meet the financing needs of their private sector, many Governments have set up export-import banks and specialized insurance and development programmes; a number of programmes and organizations have also been established at the regional level. These institutions need to continue adapting to the rapidly changing world trading system. Greater cooperation among them can provide valuable assistance in this regard. With the support of Brazil’s development bank, BNDES, a meeting of export-import banks and development finance institutions from throughout the world will be organized in order to explore possibilities for cooperation and move forward in creating stronger ties.

Participants will share their experiences in areas where their needs coincide (e.g. on how their institutions can be most effective in export promotion, or in promoting trade flows towards non-traditional markets or in goods that they have not traditionally financed, such as agricultural commodities). They will also discuss how to build on existing bilateral agreements and develop new partnerships between the various institutions, with a view to promoting trade flows between their countries. To create a firmer basis for this form of interaction, the participants will discuss a proposal to create a network of export-import banks and development finance institutions among interested participants, which will enable more regular exchange of experiences, deepening of partnerships, and joint action where this serves the needs of members.
